Standard Operating Procedure for C-THRU Use

Overview

This Standard Operating Procedure (SOP) establishes uniform practices for deploying, operating, and maintaining the C-THRU Navigator Platform.

It ensures consistent integration of the system into fireground operations and training across the department.


1. Purpose

To define the standard for safe, effective use of the C-THRU system—including the Navigator, Command Console, and Operations Center—during live incidents, drills, and post-incident reviews.


2. Scope

Applies to all department personnel authorized to operate or supervise the C-THRU platform, including:

  • Firefighters and apparatus crews

  • Company officers

  • Command staff

  • Training and administrative personnel


3. Responsibilities

Fire Chief

  • Oversee implementation and enforcement of C-THRU policies.

  • Approve program updates and budgets.

Training Division

  • Deliver onboarding and recurring training.

  • Maintain user certification records.

  • Integrate C-THRU into tactical evolutions.

Company Officers

  • Verify system readiness at shift start.

  • Assign trained operators during incidents.

  • Conduct post-incident reviews.

Firefighters / Authorized Operators

  • Complete initial and recurring training.

  • Follow all operational procedures and safety guidance.

  • Report malfunctions or safety concerns immediately.


4. Operational Guidelines

Deployment

  • Ensure full battery charge and device cleanliness.

  • Confirm Command Console connectivity before assignment.

  • Assign operator(s) prior to fireground entry.

  • Use Navigator in compliance with PPE policies.

Training & Proficiency

  • Complete all required modules prior to field deployment.

  • Conduct quarterly refresher drills and annual evaluations.

Safety

  • Maintain full PPE at all times.

  • Immediately revert to traditional search if device failure occurs.

  • Never delay evacuation or rescue for equipment troubleshooting.

Data & Feedback

  • Log all C-THRU usage in incident reports.

  • Submit device performance feedback after each operation.


5. Equipment Care & Maintenance

  • Inspect devices daily at shift start and after every use.

  • Charge and rotate batteries per manufacturer guidance.

  • Report damage or malfunctions immediately to the Company Officer.
